This service allows authorized senders to frank in advance the reply items sent by their international partners, to collect the fees upon delivery and also charge a monthly subscription.The service is available in non-priority regime only.
If the monthly subscription fee (the license) is paid in advance, no fee differences shall be charged if during that period of time the fee will suffer modifications. The period for which the advance payment for the monthly subscription (the license) can be made is 12 month at the most.
The senders must be authorized based on contracts signed with C.N.P.R or any of its branches.

The authorised experts shall introduce their domestic mail items in an envelope, a postal card or a C.R. label, which the correspondent persons use to reply the dispatcher;
C.R. mail items are presented as postal cards, envelopes or labels which are supplied on charge by the Romanian Post or can be manufactured by the client;
The size limits are the ones applied to the mail items (form: standard and flat envelopes), having the maximum weight:
The service that offers a flat-rate guarantee against risks of loss, theft, total or partial damage or damage of the mail service item and in issuing, upon request, a proof regarding the submission to the access point or delivery to the addressee.
Upon posting the mail service item, a registration number is given and an additional fee (fixed) is charged for each item.
The international letter items are registered for the entire length of the operational flow and monitored using the Track&Trace system.
Standard mail service items are registered once arrived at the destination and delivered under signature
From the posting subunit to the delivery subunit, mail service items travel unregistered.
standard (envelope or postal card/addressed card, having a rectangular shape, from one piece having the length at least equal to the width multiplied by 1.41):
minimum size: 90 x 140 mm, with a tolerance of 2 mm;
maximum size: 165 x 235 mm, with a tolerance of 2 mm;
maximum weight: 20 g;
maximum thickness: 5 mm.
“flat envelopes” (rectangular envelopes, rectangular postal cards or irregular shape postal cards):
maximum size: 305 x 381 mm;
maximum weight: 500 g;
maximum thickness: 20 mm.
“packet” (any mail item having the shape of a roll or parallelepiped exceeding any of the sizes provided at standard and flat envelopes category):
1) parallelepiped packets:
minimum sizes: must have one side of minimum 90 x 140 mm, with a tolerance of 2 mm;
maximum sizes: combined length, width and thickness: 900 mm, the largest size must not exceed 600 mm, with a tolerance of 2 mm;
maximum weight: 2 kg.
minimum sizes: length plus twice the diameter: 170 mm, the largest size must not exceed 100 mm;
maximum sizes: length plus twice the diameter
ter: 1040 mm, the largest size must not exceed 900 mm, with a tolerance of 2 mm;
maximum weight: 2 kg
In order to be accepted in the postal network, the mail items must fulfill the following packing conditions:
items must be inserted by the sender in an undamaged package (no cracks or clefts) which must comply with the weight, form and nature of the content as well as to the method and duration of the transportation and must be easy to handle;
the packaging and closing of the postal mailing must protect its content so that it can not be damaged by pressure or consequent handlings and it may not mix up with the content of other postal mailings, and the access to the content must be impossible without the spoliation action to be visible;
the metallic paper clips which serve at closing the mailings must not be pointed nor hinder the performance of the postal service;
it is forbidden to apply to the postal mailings other labels than those regarding the postal services or reusable postal stamps and labels.
postal mailings must have, on the package or wraper, enough spaces to write the service indications and to apply the labels.
Addresses must be written correctly, completely and legibly, so that the mail items could be delivered at destination or returned to the sender; the writing shall not be in crayon or other writing instruments that do not assure the requested printing quality.
The addresses must be compactly written, without spaces between the letters and without spaces, on the length of the mail item.
The addresses shall be written in Latin and Arabic , without erasures, corrections or bolding.
The name of the destination locality and, as the case may be, the name of the country of destination, shall be written with capital letters.
Mail items accepted without being packed or packed in a material that does not allow the writing of the address and observations in question, the address shall be written on a self-adhesive label or on a paperboard or plate support, which shall be tightened to the item in question.
In order to fill out the addresses, the senders may create their own stamps containing the necessary information and may apply them on the mail item in the places provided in this respect.
The information of the postal address shall be written as follows:
Addressee/Sender – name and surname, for individuals, or name in print for legal entities (it is recommended to write also the father’s initial in certain situations);
name of the street (avenue, boulevard, street, alley etc.), building number, flat number, entrance, floor, apartment;
zip code and locality ( for rural areas firstly is written the locality, followed by the municipality)
county or district ( if the locality is the county seat and bears the same name as the county itself, the name of the county shall not be written)
Electronically monitored mail items and mail items for which preferential tariffs are granted for being sorted according to the zip code, shall be accepted at posting only if the zip code is written on them.
If the destination country uses other writing characters, it is recommended that the address is also written in those characters.
In order to identify the addressees (individuals) of domestic mail items which are not sent to their permanent residence, when writing their address there shall be mentioned:
mail items sent at the addressee's working place: after the name and surname of the addressee, there must be written the exact name of the department/division and position of the addressee, followed by the name and postal address of the institution where the addresses works;
mail items addressed to an addressee who is hospitalized or in a detention facility: after name and surname there shall be written any elements that allow the identification of the addressee, meaning the pavilion/ward/room (in case of hospitalization), date of birth and parents' names (in case of detention);
temporary domicile at another individual's place: name and surname of the addressee, name surname, address of the person the addressee lives at (e.g. Gheorghe Nicolae at Petrescu Ilie, followed by the latter's address);
"General delivery" mail items: the addressee's name and surname shall be written according to the personal information on the ID card and the contact point where the delivery must be picked up from, the zip code and county, written within the address;
mail items sent to the P.O. Box : addressee's name and surname, the contact point where the PO Box is rented, number of the PO Box, zip code and county; (for mail items sent to an undisclosed PO Box, it is not necessary to write the name and surname of the addressee);
mail items sent to addressees in military units: the name and surname of the addressee shall be preceded by the military rank and number of the military unit, contact point,zip code and destination county.
There shall not be admitted for posting insured mail items (insured content) addressed to addressees whose addresses or names are written with initials.
