Postal service by which the transportation and distribution of the goods with or without commercial value are assured. The goods can circulate unconditioned in standard packages (briefcase, bag ); the senders have the obligation to notify the addressees on the date and time when they can pick up the announced parcel.

Insured mail (V)
The service whose feature consist in ensuring a mail item against loss, theft, total or partial damage or deterioration, for an amount equal to the insured value stated by the sender.
An additional fee is charged for each mail item based on the insured value, calculated at percent (percentage from value).
For domestic mail items, the minimum value is of 20 lei, and the maximum value is unlimited. The sender is liable for the amount of the insured value which can not exceed the real value of the content.
In the left corner of the packing, under the sender’s address, is written the letter „V” followed by the value in RON (for domestic mail items)
Insured domestic mail items travel registered from the posting subunit to the delivery subunit and are monitored using the Track&Trace system.
Collection and Delivery
This service assures:
collection of mail items from the domicile or headquarters of the sender
delivery of mail items at the domicile or headquarters of the addressee
in urban areas, the service is available between the main localities, the collection and delivery tariff being charged at posting.
in rural areas, in localities where a postal subunit is not present, the collection and delivery tariff shall be charged when the service is performed (at collection or delivery of the mail items).
The protection of the content within the package falls exclusively in the task of the sender. Clients are asked to pack the mail items in plate, wood or carton boxes, with protection material inside.
The mail items must be marked (FRAGILE) by the sender or by the posting postal subunit. It is assured a more careful handling during the processing and transportation procedures.
At posting, an additional tariff shall be charged for each mail item.
A mail item which is signalized by an external sign for having fragile content (e.g. the mention “Vertical” or “Keep away from humidity”) applied by the sender, shall be compulsory marked by the posting postal subunit with the label “Fragile”. If the sender does not wish this parcel to be treated as fragile, the postal subunit shall erase the sign or the mention applied by the sender.
Applicable in case of:
one of the sides exceeds 700 mm;
the shape cannot be processed and stored in the same place with the other mail items;
volume is disproportionate to its weight.
At posting, an additional tariff shall be charged for each mail item. The mail item shall be labeled "Voluminous".
Telephone notification (A.T.) – for domestic mail items
This service assures the telephonic notification of the addressee regarding the arrival of the mail item at the postal subunit.
For each mail item, an additional price shall be charged at posting.
minimum size: 90 x 140 mm, with a tolerance of 2 mm
maximum size: 2 m for one side or 3 m for the sum between the length and the largest perimeter measured in a direction other than the length;
maximum weight upon posting:31,5 kg
The parcels may contain documents accompanying the goods (addresses of the sender and addressee of the asset, invoices, inventory list, instructions for use, warranty etc.).
In order to be accepted in the postal network, the mail items must fulfill the following packing conditions:
items must be inserted by the sender in an undamaged package (no cracks or clefts) which must comply with the weight, form and nature of the content as well as to the method and duration of the transportation and must be easy to handle;
the packaging and closing of the postal mailing must protect its content so that it can not be damaged by pressure or consequent handlings and it may not mix up with the content of other postal mailings, and the access to the content must be impossible without the spoliation action to be visible;
the metallic paper clips which serve at closing the mailings must not be pointed nor hinder the performance of the postal service;
it is forbidden to apply to the postal mailings other labels than those regarding the postal services or reusable postal stamps and labels.
postal mailings must have, on the package or wraper, enough spaces to write the service indications and to apply the labels.
Single piece objects having pointed or sharp sides: (e.g. axes, hayforks, scythes, shovels, augers, etc.) the sharp or pointed edge must be properly packed in order to avoid accidents or the deterioration of other objects;
Objects made out of glass and other fragile objects must be packed in a resistant box, filled with proper protective materials. Any rubbing or impact, either between the objects, or between the objects and the box walls, during transportation must be prevented;
Liquids and liquefiable items must be placed in sealed containers. Each container must be placed in a special resistant box, provided with proper protection material, in a sufficient quantity so as to absorb the liquid in case the container breaks. The cap of the box must be secured properly in order to prevent it from opening;
Greasy hardly liquefiable items such as: creams, soft soap, resins, etc., as well as silkworm cocoons for which transportation is less convenient, must be closed in a first package (box, sack, plastic etc.) which must be introduced in a resistant box to prevent any content leakage;
Seeds, flour or other items that can spread shall be protected by:
double package of resistant fabric, sack, plastic material, etc.;
paper bags or double bags introduced in another package made of fabric, sack, etc.;
paper bags, fabric or plastic bags introduced in boxes.
Dry coloured powders such as: aniline blue, are not admitted unless packed in metal boxes perfectly sealed, placed in resistant boxes or wood crates, having absorbing and protecting material between the two packages.
Dry non-coloured powders must be placed in resistant, waterproof containers (boxes, sacks) which must be placed also in a solid box or wood crate.
Live bees must be placed in special boxes in order to avoid any danger. Leeches and parasites, accepted only for international mail, must be similarly packed.
Cinema movies are packed in metal or wood boxes.
Equipment, electronic or precision components, musical instruments (e.g. radios, TV sets, electronic tubes, light bulbs, fluorescent tubes etc.) must be protected by shock absorbing materials, with the possibility of adding additional protection (ex.: boxes filled with expanded polystyrene, sawdust, cotton, paring, corrugated paperboard, etc.). The package shall bear the mention “Vertical” and “Keep away from humidity”.
Precious metals must be packed in a resistant metal box or in a wood case which must have a minimum width of 1 cm for parcels weighing up to 10 kg and of 1,5 cm in for parcels weighing over 10 kg. The package may be made of two sacks with no stiching between them, forming one double package. When counter plated wood cases are used, their width must be limited to 5 mm, provided that the edges are hardened by angle irons.
Organs or anatomic parts sent for analyses must be packed in an inner pack of sealed metal boxes, inserted in wood crates filled with absorbing material (sawdust, cotton, paring, etc.). Only the items sent to analysis laboratories shall be admitted. In case of suspicions regarding the content, the opening of the box is requested upon posting, and if the sender refuses, the item is rejected.
Furs or unprocessed rodent skins shall be posted in common packages. The sender must present the veterinary certificate accompanying the item which must be submitted to the addressee.
The transportation of winter trees (Christmas trees and spruces or ornamental trees) may be possible only if accompanied by legal deeds such as: receipt or invoice from the selling unit. These items are accepted only for domestic mail.
Fresh fruit (apples, pears, quinces, etc.) must be protected by wood or plastic containers and boxes with ventilation holes, in order to prevent the staining of the other items. These items are accepted only for domestic mail.
1. To be manufactured so that they can not be spoliated except by affecting the packing or the seals.
2. To be properly sealed, on the envelope closing flap or x-shaped, on all sides, for envelopes, boxes or rolls, without covering the areas necessary for applying the writings or labels, as follows:
with a fine adherent band, individualized, which shall bear a print or a special uniform mark of the sender;
with a transparent adhesive band applied over the area where the sender has previously signed from 8 to 8 cm maximum.
3. To be sealed with wax seals, ink or other printing methods or with a sign of the sender; in this case, the distance between the seals must not exceed 4 cm for envelopes, respectively 8 cm for boxes or rolls.
4. To be sealed so as the wax, ink or lead seals should be clearly and fully printed.
5. If the mail item is sealed according to the provisions of paragraph 2 and is tied with a x-shaped band, it is not necessary to seal the band also.
6. Mail items presented as boxes must fulfill the following additional conditions:
the boxes must be made of wood, metal or plastic material, which must be resistant;
the walls of the wood boxes must have a minimum thickness of 8 mm;
the undersides and uper sides must be covered in white paper in order to write the addresses of the sender and addressee, the insured value and to apply the proper labels of additional services;
these boxes must be sealed on all the 4 sides as it is mentioned at paragraphs 2 - 4;
if the boxes are equipped with special locks, the sealing shall be applied only on the locks.
if necessary, in order to assure the inviolability the boxes must be tied as an x-shape with a rope or resistant band , without knots; the two ends of the band must be jointed by a wax or lead seal which shall bear the print or special mark of the sender.
7. The mail items sent as cases shall be sealed in the place provided for this purpose, on the caps; for metallic cases with special locking systems, the rope shall be inserted through the locking system, a double knot shall be made and the label – address shall be attached, and the ends of the rope shall be sealed using wax or lead bearing the print or special mark of the sender.
8. If the mail item is presented as a metallic case, suitcase, container, bag and is provided with a special locking system, the sealing shall be applied only on the locking and if it is provided with a special locking and sealing system, the mail items shall be sealed by a single wax or lead seal, applied on the ends of the band.
9. During processing, the mail items packed in cardboard boxes are sealed by an individualized or transparent adherent band applied on the closing flap of the box, round the box, as well as an x-shape or net, according to the volume, content and weight.
The right half of the mail item surface is reserved for the addressee’s address which will be written by the sender, on the lower right corner; for applying the postal stamps, the labeling prints or the observations replacing all the above, on the upper right corner.
On a mail item it is permitted to inscribe only the coordinates of one sender and one addressee.
On letter mail items, printed papers and direct mail, the address of the addressee is written on the upper left corner of the envelope.
In the case of mail items presented as envelopes, the sender may write his address on the envelope closing flap.
In the case of mail items presented as rolls or packed in transparent material, the sender may write his address and the addressee’s address on a single label, separated by a line.
In the case of mail items presented folded, under the banderole, the sender writes his address and the addressee’s address on the banderole, separated by a line.
In the case of window envelopes, the addressee’s address is written in the window's area, so that the writing is completely visible and impossible to be moved by several handlings outside the concerned area.
In the case of post cards, the address of the addressee, the labeling prints and the observations or labels are applied on the right half of the mail items, while the sender’s address is written on the special area on back of the mail item or, as the case may be, on the area situated on the left part.
In case a specific postal document is applied on the front side of the mail item, the addresses of the sender and of the addressee are written in the proper rubrics of the document; if the mail document accompanies the concerned mail item, without being applied on it, the addresses shall be written according to the previous provisions; at posting, the sender shall write on the packing his address and the addressee’s address even if there are also written on the postal document applied on the item.
The information of the postal address shall be written as follows:
Addressee/Sender – name and surname, for individuals, or name in print for legal entities (it is recommended to write also the father’s initial in certain situations);
name of the street (avenue, boulevard, street, alley etc.), building number, flat number, entrance, floor, apartment;
zip code and locality ( for rural areas firstly is written the locality, followed by the municipality)
county or district ( if the locality is the county seat and bears the same name as the county itself, the name of the county shall not be written)
Electronically monitored mail items and mail items for which preferential tariffs are granted for being sorted according to the zip code, shall be accepted at posting only if the zip code is written on them.
If the destination country uses other writing characters, it is recommended that the address is also written in those characters.
In order to identify the addressees (individuals) of domestic mail items which are not sent to their permanent residence, when writing their address there shall be mentioned:
mail items sent at the addressee's working place: after the name and surname of the addressee, there must be written the exact name of the department/division and position of the addressee, followed by the name and postal address of the institution where the addresses works;
mail items addressed to an addressee who is hospitalized or in a detention facility: after name and surname there shall be written any elements that allow the identification of the addressee, meaning the pavilion/ward/room (in case of hospitalization), date of birth and parents' names (in case of detention);
temporary domicile at another individual's place: name and surname of the addressee, name surname, address of the person the addressee lives at (e.g. Gheorghe Nicolae at Petrescu Ilie, followed by the latter's address);
"General delivery" mail items: the addressee's name and surname shall be written according to the personal information on the ID card and the contact point where the delivery must be picked up from, the zip code and county, written within the address;
mail items sent to the P.O. Box : addressee's name and surname, the contact point where the PO Box is rented, number of the PO Box, zip code and county; (for mail items sent to an undisclosed PO Box, it is not necessary to write the name and surname of the addressee);
mail items sent to addressees in military units: the name and surname of the addressee shall be preceded by the military rank and number of the military unit, contact point,zip code and destination county.
There shall not be admitted for posting insured mail items (insured content) addressed to addressees whose addresses or names are written with initials.
