International M bags postal service is intended for sending bags containing newspapers, periodicals, books and similar printed documents to the same addressee from the same sender.
M stands for „Même” = the same, in French) and designates the special bag which may contain all the above.
As from 06 th of January 2014, the additional service „Registered (R)” for non- priority international letter mail items was suspended.
In order to use the additional service „Registered (R)” together with the M bags service, clients need to choose the Priority regime.

The service that offers a flat-rate guarantee against risks of loss, theft, total or partial damage or damage of the mail service item and in issuing, upon request, a proof regarding the submission to the access point or delivery to the addressee.
Upon posting the mail service item, a registration number is given and an additional fee (fixed) is charged for each item.
The international letter items are registered for the entire length of the operational flow and monitored using the Track&Trace system.
Standard mail service items are registered once arrived at the destination and delivered under signature
From the posting subunit to the delivery subunit, mail service items travel unregistered.
Maximum weight: 20 kg (outbound international mail) and 30 kg (inbound international mail).
Mail items containing only printed papers (without any other attached or associated items) are not bound by the weight limits set for printed papers but they must not surpass the maximum weight limit set for an “M” bag.
The weight of each item containig objects associated to printed papers must not surpass 2 kg.
In order to be accepted in the postal network, the mail items must fulfill the following packing conditions:
items must be inserted by the sender in an undamaged package (no cracks or clefts) which must comply with the weight, form and nature of the content as well as to the method and duration of the transportation and must be easy to handle;
the packaging and closing of the postal mailing must protect its content so that it can not be damaged by pressure or consequent handlings and it may not mix up with the content of other postal mailings, and the access to the content must be impossible without the spoliation action to be visible;
the metallic paper clips which serve at closing the mailings must not be pointed nor hinder the performance of the postal service;
it is forbidden to apply to the postal mailings other labels than those regarding the postal services or reusable postal stamps and labels.
postal mailings must have, on the package or wraper, enough spaces to write the service indications and to apply the labels.
The content of the "M bag" will be packed only in bags with the "CNPR" logo printed on them, bags available at the postal subunit for a corresponding fee.
The printed papers are bundled and packed, and on the front side of each M bag the sender will duly write the complete addresses of the sender and addressee.
All the mail items included in the same “M” bag must have only one sender and only one addressee. The “M” bag is provided with a rectangular address tag to be filled in by the customer with all the information concerning the sender and the addressee of the “M” bag.
The address tag must be made of hard carton (plasticized carton),plastic, provided with a hole. Minimum dimmensions: 90 x 140 mm, with a 2 mm tolerance. The tag must have on the back side the CN 22 customs statement form tag, to be filled in by the sender.
The information of the postal address shall be written as follows:
Addressee/Sender – name and surname, for individuals, or name in print for legal entities (it is recommended to write also the father’s initial in certain situations);
name of the street (avenue, boulevard, street, alley etc.), building number, flat number, entrance, floor, apartment;
zip code and locality ( for rural areas firstly is written the locality, followed by the municipality)
county or district ( if the locality is the county seat and bears the same name as the county itself, the name of the county shall not be written)
Electronically monitored mail items and mail items for which preferential tariffs are granted for being sorted according to the zip code, shall be accepted at posting only if the zip code is written on them.
If the destination country uses other writing characters, it is recommended that the address is also written in those characters.
In order to identify the addressees (individuals) of domestic mail items which are not sent to their permanent residence, when writing their address there shall be mentioned:
mail items sent at the addressee's working place: after the name and surname of the addressee, there must be written the exact name of the department/division and position of the addressee, followed by the name and postal address of the institution where the addresses works;
mail items addressed to an addressee who is hospitalized or in a detention facility: after name and surname there shall be written any elements that allow the identification of the addressee, meaning the pavilion/ward/room (in case of hospitalization), date of birth and parents' names (in case of detention);
temporary domicile at another individual's place: name and surname of the addressee, name surname, address of the person the addressee lives at (e.g. Gheorghe Nicolae at Petrescu Ilie, followed by the latter's address);
"General delivery" mail items: the addressee's name and surname shall be written according to the personal information on the ID card and the contact point where the delivery must be picked up from, the zip code and county, written within the address;
mail items sent to the P.O. Box : addressee's name and surname, the contact point where the PO Box is rented, number of the PO Box, zip code and county; (for mail items sent to an undisclosed PO Box, it is not necessary to write the name and surname of the addressee);
mail items sent to addressees in military units: the name and surname of the addressee shall be preceded by the military rank and number of the military unit, contact point,zip code and destination county.
There shall not be admitted for posting insured mail items (insured content) addressed to addressees whose addresses or names are written with initials.
